Hajj & Umrah Workforce Learning & Capability Ecosystem

Large-scale workforce learning and capability work serving multiple workforce segments across the Hajj and Umrah ecosystem.

  • Learning & Capability
  • Programme Delivery
  • Content Governance
Context & Challenge
The Hajj and Umrah ecosystem depends on a large, seasonal and highly varied workforce. Learning activity was spread across many segments and providers, which made methodology, content quality and measurement difficult to hold to one standard.
My Contribution
Contributed as part of the consulting and delivery team on learning methodology, content governance, project outputs, partner coordination and measurement design.
Approach
  • Segmented the workforce and clarified the capability demand behind each segment.
  • Set a shared learning methodology and content development standard applied across contributing partners.
  • Coordinated partner contributions against agreed stage gates, review criteria and acceptance points.
  • Designed measurement so reach, completion and quality could be reported consistently at portfolio level.
Outputs & Impact
  • Learning methodology and content governance standards
  • Programme and content packages across multiple workforce segments
  • Partner coordination model with review and acceptance criteria
  • Portfolio-level measurement and reporting structure
What this demonstrates

That capability at ecosystem scale is a governance problem before it is a content problem — a shared method is what allows many partners to produce work that holds together.

Functional Standards for the Hajj & Umrah Nonprofit Workforce

Functional and workforce standards, job descriptions and competency maps, translated into prioritized training packages and a train-the-trainer cascade.

  • Competency Frameworks
  • Occupational Standards
  • Learning Design
Context & Challenge
Nonprofit entities working in the Hajj and Umrah field needed a defensible definition of their roles before workforce planning, development or assessment could be built on anything firmer than custom.
My Contribution
Contributed to the consulting and delivery work on functional standards, job descriptions, competency maps and the design of the associated training packages.
Approach
  • Carried out functional analysis to define workforce and job standards for the sector's nonprofit roles.
  • Developed job descriptions covering purpose, functions, outputs and required competencies.
  • Built competency maps with proficiency levels tied to observable performance.
  • Prioritized ten roles and designed a training package for each, with a train-the-trainer model for cascade delivery.
Outputs & Impact
  • Functional and workforce standards for nonprofit roles
  • Job descriptions and competency maps
  • Ten prioritized role-based training packages
  • Train-the-trainer design; the programme reached more than 1,000 trainees through the delivery network
What this demonstrates

That competency work only becomes useful when it is prioritized — ten well-chosen roles carried further than a complete but unusable catalogue.

03Capability DevelopmentLeadership · Bilingual · Cascade

Hajj Missions Leaders Capability Development

A learning and capability initiative for Hajj mission leaders operating in a bilingual, cross-cultural environment.

  • Capability Development
  • Facilitation
  • Train-the-Trainer
Context & Challenge
Mission leaders coordinate pilgrim groups across languages, cultures and jurisdictions within a compressed operational window. Preparation needed to be practical, culturally aware and deliverable at scale in a short period.
My Contribution
Contributed to the design and delivery of the capability initiative, including learning design, bilingual materials and the train-the-trainer cascade.
Approach
  • Framed capability requirements around the actual decisions and interactions mission leaders face.
  • Designed in-person learning for a bilingual, cross-cultural audience, with materials usable in both languages.
  • Built a train-the-trainer cascade so the material could reach leaders across missions within the operating window.
  • Structured facilitation so leaders practised on realistic scenarios rather than absorbing policy content.
Outputs & Impact
  • Bilingual learning design and participant materials
  • In-person delivery model suited to a compressed operational calendar
  • Trainer preparation package and cascade structure
What this demonstrates

That cross-cultural leadership capability is built through scenario practice and cascade design, not through translated slide decks.

04Capability InitiativesLanguage · Cultural readiness · Procedure

Haramain Security Forces Capability Initiatives

Capability initiatives supporting language and cultural readiness alongside operational and procedural knowledge.

  • Capability Development
  • Curriculum Design
  • Public Sector
Context & Challenge
Personnel serving in the Two Holy Mosques environment interact daily with visitors from many countries and languages, while operating under demanding procedural requirements.
My Contribution
Contributed to the learning design and delivery structure of the capability initiatives, at the level of curriculum and method.
Approach
  • Defined capability areas across language readiness, cultural awareness and procedural knowledge.
  • Designed curriculum and materials pitched at practical, on-duty use rather than classroom theory.
  • Structured delivery and trainer preparation to suit shift-based operational schedules.
Outputs & Impact
  • Curriculum structure across language, cultural readiness and procedural knowledge
  • Learning materials and facilitation guidance
  • Delivery model aligned to operational schedules
What this demonstrates

That readiness work in sensitive environments must fit the shift pattern and the duty context, or it never converts into behaviour.

Presented at a high level only. Operational and security-sensitive detail is intentionally excluded.

05Management ConsultingStrategy · Portfolio · KPIs

Nonprofit Strategic Transformation 2027–2029

Strategy-to-execution work connecting beneficiary segments, strategic objectives, a portfolio of programs and projects, KPIs and organizational design.

  • Strategy to Execution
  • Organizational Design
  • Governance
Context & Challenge
A nonprofit association was preparing its next strategic cycle and needed the strategy to arrive as executable work rather than as a document.
My Contribution
Contributed to the consulting work on the strategic architecture, the execution portfolio, the performance framework and the supporting organizational design.
Approach
  • Defined beneficiary segments and the value the association commits to each.
  • Decomposed strategic objectives into portfolios, programs and constituent projects with clear ownership.
  • Built a KPI framework linking strategic outcomes to operational indicators.
  • Aligned organizational structure, mandates and governance forums to the portfolio.
Outputs & Impact
  • Strategic architecture linking beneficiaries, objectives and initiatives
  • Execution portfolio of programs and projects
  • KPI and performance framework
  • Organizational design and governance recommendations
What this demonstrates

That a strategy becomes real at the moment someone owns a project, an indicator and a forum where both are reviewed.

The association is kept anonymous.

06Performance ManagementKPIs · Readings · Governance

Mirqab Performance & KPI Platform

Concept and system design for a performance-management platform covering strategic and operational KPIs, readings, status, corrective actions and governance.

  • Performance Management
  • Digital Enablement
  • Governance
Context & Challenge
Performance information was being assembled manually and reviewed inconsistently, which made it hard to tell whether reported status reflected real progress.
My Contribution
Designed the performance-management concept and system logic, working with stakeholders and the technical team.
Approach
  • Structured the indicator model across strategic and operational levels with definitions and ownership.
  • Designed reading cycles, targets, thresholds and status logic so results are interpreted the same way each period.
  • Built corrective-action workflow so an off-track indicator produces an owned response, not a note.
  • Defined governance: who reviews what, at which cadence, and what decisions each forum can make.
Outputs & Impact
  • Performance-management concept and indicator model
  • Reading, target and status logic with corrective-action workflow
  • Governance and review cadence design
  • Functional specification supporting digital implementation
What this demonstrates

That a KPI platform is only as good as the decision routine behind it — the workflow after the reading matters more than the dashboard.

Case studies are written at portfolio level. Confidential material, internal details and unverified figures are deliberately withheld, and contribution is described as part of team and project delivery.
